Official Notice: Stafford County Virginia Democratic Committee Call to Caucus

The Stafford County Virginia Democratic Committee hereby announces that it will hold an assembled caucus beginning at 1:30 PM on Saturday, March 13, 2010, in the Board of Supervisors Chambers of the Stafford County Government Center, 1300 Courthouse Road in Stafford, Virginia. The purpose of the caucus will be to elect 29 delegates and 15 alternates to the First Congressional District Democratic Convention, from 1:00 to 4:00 PM on Saturday, May 8, 2010, at a location in the Fredericksburg, Virginia vicinity, to be decided.

The purpose of the First Congressional District Democratic Convention shall be to nominate a candidate to the U.S. House of Representatives and to conduct such other business as may properly come before the Convention.

1. Prefiling: Those persons wishing to have their names placed on the ballot at the Caucus as a delegate or alternate must file a certificate of candidacy with Kandy Hilliard, Chair of the Stafford County Virginia Democratic Committee, 43 Town & Country Drive, Suite 119-129, Fredericksburg, Virginia 22405, no later than 5:00 PM on Wednesday, March 10, 2010, by mail. The certificate of candidacy may be downloaded here. Forms must be in hand by the time and date specified above. There will be no exception to this rule for any reason.

Slate voting for delegates and alternates shall be permitted at this caucus. Slates must be filed no later than 5:00 PM on Wednesday, March 10, 2010, with Kandy Hilliard, Chair of the Stafford County Virginia Democratic Committee, 43 Town & Country Drive, Suite 119-129, Fredericksburg, Virginia 22405 or by email to This e-mail address is being protected from spam bots, you need JavaScript enabled to view it . Slates must be prefiled by the time and date specified above. There will be no exception to this rule for any reason. A properly filed slate will include the names of those persons wishing to appear on the slate, their candidate preference, who will serve as the 29 delegates and 15 alternates and who will be serving as the caucus chair. The fist slate filed will be designated as Slate ‘A’, the second Slate ‘B’, etc.

All properly prefiled persons will be listed on the ballot in alphabetical order. The ballot will also indicate the candidate preference for each individual who prefiles, or uncommitted; and it will include whether they are running for a delegate or alternate slot. Slates will appear at the bottom of the ballot and not show the names of the candidates included in that slate. It will be the responsibility of the slate organizer to have the names and candidate preferences of those comprising their slate available for distribution at the caucus.

2. Voluntary Administrative Fee: There shall be a voluntary administrative fee of twenty-five dollars ($25.00) for each person filing for delegate or alternate, payable to the Stafford Democratic Committee. Payment of this fee is completely voluntary and is to cover the costs of the caucus and the convention. No statement is required in order to waive payment.

There is no charge for those wishing to attend and vote at the caucus.

3. Caucus Cancellation: Our caucus will be cancelled if the number of prefilers is equal to, or less than, the number to be elected. If that should transpire, all those who prefiled will be considered elected. If will be the responsibility of the committee Chairperson or his/her designee to post the cancellation on the committee website and send out emails to all prefilers, which indicate that the aforementioned cancellation.

4. Conduct of the Caucus

Doors to the caucus will open for check-in at 1:00 PM. Any person attending the caucus shall sign a standardized Caucus Participation Form stating that he or she is a Democrat; does not intend to support any candidate who is opposed to a Democratic Party nominee in the ensuing election; is not a member of any other political Party; has not participated and will not participate in the nominating process of any other Party for the 2010 general election; and is a registered voter and a resident in Stafford County, Virginia. These forms must be filled out before participating in the caucus. At 1:30 PM, the doors to the caucus will be closed and no person may participate in the caucus with the exception of those persons in line.

The Chair of the Stafford County Virginia Democratic Committee or his/her designee shall be the Temporary Chair of the Caucus and shall appoint a Temporary Secretary and such other Temporary Officers of the Caucus as is deemed appropriate. Until the adoption of the Rules, the order of the Caucus shall be determined by the Chair of the Caucus, subject to the approval of the Caucus participants, Robert’s Rules of Order, and the Virginia Democratic Party Plan.

Stafford Democratic Committee Meeting Rescheduled for February 20, 2010

Due to recent weather conditions, the Stafford Democratic Committee meeting scheduled for Saturday, February 13, 2010 has been rescheduled for Saturday, February 20, 2010.  The regularly scheduled monthly meeting will be held from 9:30 am until 10:45 am in the Board Chambers of the Stafford Government Center located at 1300 Courthouse Road Stafford, Virginia 22555.  The agenda, minutes, and financials will be sent via email to current SDC members prior to the meeting.

Senator Edward Houck Forum on Virginia’s Budget

Virginia Senator Edward Houck hosted a public forum on Virginia’s budget at Courtland High School, 6701 Smith Station Road, Spotsylvania, Virginia at 10:00 am on Saturday, February 13, 2010.   In light of sagging state revenues and the impact on the state budget, Senator Houck wanted to hear people’s views on the effects of cuts in his district and across the state. A few members from the committee attended the meeting and will provide an update at our next SDC meeting.

Stafford Democratic Committee to host Scott Robinson and Krystal Ball

The Stafford Democratic Committee proudly invites Democratic Candidates –Scott Robinson and Krystal Ball - to a candidate forum on Saturday, February 20, 2010.  The forum will be held at 11:00 am in the Board Chambers of the Stafford Government Center located at 1300 Courthouse Road Stafford, Virginia 22555.  Doors will open at 9:00 am and the forum will be held immediately following the regular business meeting of the Stafford Democratic Committee. 

This forum is open to the public, free of charge, with special invitations being sent to members of the Stafford Democratic Committee, Fredericksburg Democratic Committee, and the Spotsylvania Democratic Committee.

The Stafford County Virginia Democratic Committees hereby announces that it will hold an assembled caucus beginning at 10:00 a.m. on Saturday, January 9, 2010 in the Board of Supervisors Chambers of the Stafford County Government Center, 1300 Courthouse Road in Stafford, Virginia. The purpose of this caucus is to elect members to the Stafford County Virginia Democratic Committee.

Any person wishing to seek election as a member of the committee must file a Declaration of Candidacy Form, by mail, with the Stafford County Virginia Democratic Committee, 43 Town & Country Drive, Suite 119-129, Fredericksburg, VA 22405 no later than 5:00 p.m., Wednesday Friday, January 6 8, 2010. A voluntary administrative fee of $25.00 (which may be waived) will be charged at the time of filing for those wishing to be elected members of the committee.

There is no charge for those wishing to attend and vote at the caucus.

Doors to the caucus will open at 9:30 a.m. for check-in. Any person attending the caucus, before participating in that caucus, shall sign a standardized Caucus Participation Form stating that he or she is a Democrat, does not intend to support any candidate who is opposed to a Democratic nominee in the ensuing general election, believes in the principles of the Democratic Party, and is a registered voter in such precinct or county or city. Caucus Participation Forms must be filled out at the caucus prior to participating in the caucus. At 10:00 a.m., the doors to the caucus will be closed and no person may complete a form and participate in the caucus after that time with the exception of those persons in line at 10:00 a.m.

IT'S A SIGN that Ole Virginny-- its good and its bad--is just a fading memory that two fellows whose ethnicities suggest a contest for, oh, mayor of Philly are instead running for state attorney general. Irish Catholic Steve Shannon is challenging Italian Catholic Ken Cuccinelli in this former WASP hive, where not so long ago Methodists were thought exotic.

Both Mr. Cuccinelli, a GOP state senator, and Mr. Shannon, a Democratic delegate, hail from Fairfax County, a cosmopolitan welter of human types and new ways that is becoming the paradigm for the state at large. But one seems more on top of the challenges of modernity in its Virginia incarnation.

For most of his career, Mr. Shannon, 38, has protected children from the despicable criminals who exploit the blind spots of a mobile, techno-chaotic society. Just after finishing U.Va. Law School, Mr. Shannon and his wife brought the then-new idea of the anti-kidnapping Amber Alert to the Washington metro area and arduously sold it to skeptical authorities. As a Fairfax prosecutor, Mr. Shannon zeroed in on child molesters. Today--yes, we mean right now--he can tell you exactly how many computerized kiddie-porn transactions took place in Virginia yesterday. (Smile, pervie, you're on Candid Keystroke.) He can speak knowledgeably about gang violence, cropping up even in Virginia's boonies, and his prosecutorial and legislative record glitters with efforts to shield consumers from fraud.

Mr. Cuccinelli, while not without virtues--he has worked for government transparency, post-Kelo property rights, and other checks on state overreach--is subject to disconcerting enthusiasms. His bill to push Congress to deny citizenship to the kids of illegal immigrants is the sort of idea that jollies only the least tolerant Virginians, and another failed measure, making criminals of journalists who knocked on the doors of mourners, is further evidence of Mr. Cuccinelli's vulnerability to ad hominem temptations.

Mr. Shannon, in short, strikes us as more temperate and more adaptable to the realities of social change. We endorse him for attorney general.
